A Bug Adding a new Language in Work with Languages IDE page

Found a bug when adding a new language, the value stored in the name column is displayed as the language name instead of the language id.
To resolve this we update the DB table as a temporary fix.

Included a screenshot with an example on the bug when adding the "Belarusian" language.
