Looks like there is an issue with ManageBPRequest, it appears the error page shows up when a role that doesn't have access to this form is used. Though I was using the super user role it should have still had access. This is making using the new BP page harder to use and disruptive as it is the new standard forwarding page. I have to go through Item Master MDM link to progress. The specific instance was one where a super user and a specific role would have access but it looked like only the specific role, QA, was able to access it and this caused the error page to come up.
