Incomplete Service XML Parent View

Service parameter arrays no longer show in the XML view of any parent nodes.
Service parameters that are always present seem to display fine though.

Example:
The "Parameters" section is populated in this inquire service, yet the service level XML view shows it as empty.

Note: This is from an app on design time revision 2306, while another app on revision 2301 seems to not have this issue.
