no recommended values for CreateUser

In VOB, there is a requestor who enters a vendor information which creates a user, then emails that user to invite them to the portal and to enter their information as a vendor. we use this service CreateUser.

In setting this up, there were no recommended values for CreateUser service for the properties

heres the ones this service will need

some here are not intuitive, like SetupComplete.

It should give recommended values for the properties
