MDM workflow actors/user groups

I created a new account in MDM for the purpose of testing a user group. I added the user to the user group I was looking to test. The user group is assigned as an actor to a specific status in the workflow associated with a specific section of that form. I went to test the business process with that user and user group assigned. When testing the BP, it allowed me to go through all the sections of the form. The thought was that the assigned actor would only be able to modify this section of the form tied to the workflow. Do actors have a different functionality, is the set up missing something/incorrect, or is it a bug?
