Cant Switch Yes/No on binary

During training, we found a case where if you have a binary decision, it wont let you switch the yes/no after it already has connections
related to Ben's forum post with deleting services?

This task became related to task #11182 and should be fixed with this one instead

This issue has been resolved in DesignTime revision 2621.
