Loop not built on promotion or Build All

This loop is inside an MVCListMethod and had some changes made in DV which were promoted to QA. The changes would not show even after demotion and re-promotion. We also tried a Build All from the Developer Workbench but the result was the same. The only thing that would get the changes to show on the page was building it from the canvas itself in QA:

The reject controller changes were also not built on promotion or build all. I had to do a manual build on that in order for changes to take effect.

Task 10822 will address the issue of any and all objects that are not properly building on promotion.
