Shouldnt be able to change service properties in readonly

it allows me to change the service properties, but it isnt really changing. the visual bug makes it seem like SCM isnt working and would confuse developers who dont know to reload the page to check if it really took

This issue has been resolved as of DesignTime revision 2613.
