There are some things that dont go through the promotion path in source control management. They have caused some go live issues where these were forgotten and it would be good to include them.
There could still be a feature to make it different, but by default they should be the same.
The list:
Menus as they are assigned to authorization types
default page as they are assigned to auth types or users
Roles as they are assigned to authorization types
Object lists as they are assigned to roles
Objects within object lists
