Logs Viewer Change Revision

As of DesignTime Revision 2013 the Logs Viewer Page has been updated to be more user friendly and accessible. The IDE's icon for the Logs Viewer page has been updated to be more distinct. The main filters have been moved into popup windows via icons above their respective columns.

Implemented a percentage image to indicate to the user which service took most of the time to run and added in the ability to navigate the logs using the arrow keys.
