Batch job shows enabled on promotion

This is related to viewtopic.php?p=272&hilit=batch+job#p272.
Now when a batch job is promoted, it shows as enabled but does not run until it is toggled off and on. I promoted changes to this batch job to QA on 3/28, but from this screenshot you can see that it had not run since then even though it is set to run every 5 minutes.
