Which User Property Service to Use

There are 2 different services that seem like they should both update user properties except 1 allows multiple properties and the other doesn't even seem to work. Should UpdateUserProperty be deprecated?

We will deprecate UpdateUserProperty and make sure UpdateUser fully works. Task #10207 has been created for this.
