5.1 Classic WhereClause - drag existing filters

In the WhereClause drag and drop UI, you cannot move any existing filters or blocks, only delete them. We have a number of filters already defined on an Inquire, but now we need to move them into a () block to add additional filter logic - it would be much more convenient if we could simply drag these into a block without needing to fully recreate them.
