ProgressAnimationLocation is blank on default

ProgressAnimationLocation is blank on default

The progressanimationlocation starts out blank, which makes it seem like it would not be used, but the default is to use it and have it display on mouse location

Can these be populated with the default values in use?

I talked to Justin on this. There is a task (#10814) being worked on which will handle this
