Inline Windows With Empty Titles

When a window opens and is load, a temporary "LOADING..." title is shown.

In cases when the loaded window no longer has a title though, the header suddenly shrinks.

Is there a way to force it to retain the same height regardless of if there's a title or not?

Task 10152 has been resolved as of DesignTime revision 2164.
