Cant Copy Paste if Caps locks is On

If Caps Locks is on, Ctrl+C/Ctrl+V dont do anything
I checked the browser permissions and its allowed to use the clipboard, but the wheel doesnt spin to show its trying to copy
if i turn caps locks off it works again

I'd like to add that I've had this issue when on a canvas, but not in most places where I'm editing text. So it seems like it's specific to canvas objects, at least as far as I can tell.
Interesting aspect about it though, when encountering this issue with Caps Lock being on, then Shift+Ctrl+C/Shift+Ctrl+V works instead.

This issue has been resolved in DesignTime revision 2196.
